General Information

The history of Health Management programs began in the United States. In the USA, Health Management, known as "hospital management," was initiated. It was recognized in the 1910s that domain-specific education was needed to manage a hospital. In 1929, Michael Davis published the groundbreaking book "Hospital Administration: A Career," which became a turning point in this field. From 1934 onwards, various universities started offering graduate programs in hospital administration. Since the 1980s, education programs in the field of health management in Europe have become much richer in terms of quantity and diversity. Specialized professional groups in health management have emerged, and the popularity and respectability of these professions have increased.

Until today, various international organizations have been working to standardize Health Management undergraduate and graduate programs. Some of these organizations include:

ACEHSA - Accrediting Commission on Education for Health Services Administration: This organization provides accreditation to graduate programs in health services management, specifically created for this purpose.

AUPHA (Association of University Programs in Health Administration): Founded in 1948, this association encompasses membership of 97 graduate and undergraduate programs in the US and Canada.

AHA (American Hospital Association) and ACHA (American College of Healthcare Administrators): While AHA is an open professional organization for all members of the profession, ACHA was established to elevate professional standards and accepts only qualified and distinguished professionals as members.

In Türkiye, the development of health management departments is based on the establishment of the School of Health Administration in 1963, which was affiliated with the Ministry of Health. Later, in 1970, the School of Hospital Administration was established under Hacettepe University. The undergraduate program was added in 1975, and the school's name was changed to the "School of Health Administration." In 1982, through a Decree Law, the school affiliated with the Ministry of Health and the one affiliated with Hacettepe University were merged into a single school within Hacettepe University.

By the 2000s, three more universities in Türkiye? Başkent University, Ankara University, and Marmara University?had opened both undergraduate and graduate (master's and doctoral) programs under the names of Healthcare Management and Health Management. In a meeting of the Higher Education Executive Board on November 16, 2016, chaired by the Council of Higher Education (YÖK), it was decided that, in Türkiye, all departments would be named "Health Management" in accordance with Article 7/d-2 and 7/h of Law No. 2547 amended by Law No. 2880. Since the 2000s, health management departments have started to be established in different regions of Türkiye.

The Department of Health Management at Karadeniz Technical University was established within the Faculty of Health Sciences in the 2012-2013 academic year. Accepting its first students in the 2015-2016 academic year, the department commenced its undergraduate education activities and graduated its first cohort of students in 2019.

Education and Training

Our Educational Objectives

The discipline of health management has three fundamental objectives that may seem contradictory. The first objective is to sustain the operation of hospitals and other healthcare institutions and maintain their financial balance. The second objective is to create an environment where healthcare services can be effectively and efficiently provided by physicians, nurses, and other care providers. The third objective is to mediate or arbitrate among professional groups working in healthcare institutions, to assist patients in maintaining their morale and social values through the services provided to them; and to ensure their satisfaction. The Department of Health Management intends to train successful professional health managers equipped with the skills necessary to achieve and balance these objectives.

We have approved and finalized projects under the TÜBİTAK 2209 Student Projects.

Laboratory and Practice

Our students attend their theoretical education sessions in classrooms D-309 and D-310 in the Faculty of Health Sciences building. Apart from these, we do not have any laboratories of our own. For our computer laboratory needs related to informatics, we can benefit from the facilities available in other units of our university.

Our Graduates and Employment

Graduates of the four-year undergraduate program can undertake managerial roles at operational, tactical, and strategic levels in various healthcare institutions, primarily including public hospitals and private hospitals, as well as other healthcare organizations in the sector. The Department of Health Management aims to train successful professional health managers equipped with the skills necessary to achieve and balance these objectives. Health Management graduates can find employment opportunities in various sectors such as the central organization of the Ministry of Health (such as the Inspection Board), provincial organizations (Provincial Directorates of Health), medical centers, clinics, home care centers, dialysis centers, insurance companies, Social Security Institution, pharmaceutical and medical companies, as well as private and voluntary organizations providing healthcare services (such as the General Directorate of Turkish Red Crescent), and academic units providing health education.

Health Management graduates can pursue careers not only in units affiliated with the Ministry of Health but also in other public institutions and organizations (such as the Ministry of Family and Social Policies, Ministry of Finance, Ministry of Development, etc.) through the Public Personnel Selection Examination (KPSS), depending on the relevant score types obtained. They can apply for contracted or permanent general civil service positions in administrative positions, as long as they meet the general requirements.
